It evolved from visible monarchy into concealed monarchy. Sovereignty learned to hide. In 1688, seven establishment grandees — the Immortal Seven — signed a secret letter inviting William of Orange to invade England and depose James II. This was not a people’s uprising. It was a compact among a few hundred families who wanted Protestant property protected from a Catholic king exercising exactly the prerogatives the law allowed. From Edward I’s Model Parliament in 1295 (a tax-extraction tool dressed in the language of “what touches all should be approved by all”) through the Glorious Revolution, Walpole’s management, Northcote-Trevelyan’s permanent bureaucracy, and the 1911 Parliament Act, the system has evolved into a ruthlessly efficient oligarchy.
